Jan Brown, OBE – Research Fellow
Jan is a serving UK police officer. She worked as Sales Managers in the private sector prior to joining the Police in 1991 Since that time with her colleague Steve Greenacre she accumulated a wide range of experience in many aspects of policing before coming together with Steve in 2000 to develop the acclaimed City Centre Safe initiative.
City Centre Safe employs an holistic partnership approach to tackle the social problems connected to the abuse of alcohol and the management of the night time economy. The initiative was so successful it came to the attention of the national government and has led to both Jan and Steve working as consultants to the UK government since 2003 in formulating new licensing legislation, developing and implementing the UK ‘national alcohol harm reduction strategy’ and, latterly, on developing and implementing a national ‘Tackling Violent Crime Programme’.
The values and tactics of City Centre Safe have been widely disseminated in this work and adopted throughout the UK and beyond. In particular, their Best Bar None Award scheme, which sets out standards of operation for pubs, bars and clubs, has been adopted as an official national award scheme for England, Scotland and Wales, supported by government, police and the alcohol industry.
Towns and cities across the USA have also expressed an interest in adopting similar schemes and Steve and Jan have been working in the USA as consultants since 2002. Their involvement in social norms goes back to 2001 since which time they have sought to utilise normative principles in the formulation of official policy and to influence crime reduction activity.
Jan has also recently visited New Zealand were she worked with Police in New Zealand and ALAC on alcohol related issues and spoke at a number of National conferences. She and Steve are also working with New South Wales and Queensland Police and other agencies in Australia.
They are both currently working for the British Government (Home Office and Prime Minister’s Delivery Unit).
