Inspector Steve Greenacre – Research Fellow

British police officers Sergeant Jan Brown and Inspector Steven Greenacre have successfully piloted a scheme in the United Kingdom to improve community safety.

Both were involved in the ‘Citysafe’ project which succeeded in transforming Manchester City from a dangerous and rundown city to a city that ran the Commonwealth Games successfully and safely. This transformation was achieved through establishing strong and enduring partnerships with local government and the hospitality industry.

With some unexpected partners, including bar owners, breweries and other entrepreneurs, Sergeant Jan Brown and Inspector Steve Greenacre of the Greater Manchester Police transformed the troubled night life of their city and reduced violent crime by 30%. One critical component of their success was Best Bar None, a program for assessing and reducing risk in venues that serve alcohol.

Participation in Best Bar None is completely voluntary, but there are some great incentives for owners to subject themselves to the rigorous application process and follow-up inspections. Along with the chance to demonstrate their commitment to a healthy community and to be publicly recognized as safety superstars at an annual gala awards ceremony, those who make the grade are also eligible for reduced insurance rates. Conversely, locales that have not undergone the risk assessment inspection may find their non-participation brought into evidence in a legal liability hearing if someone is harmed on their premises.
